  4.     For weeks he had been living in the tranquil priory of
  5. Saint-Francois in Nice. Then one morning last week, police swooped
  6. down and arrested Paul Touvier, 74, the intelligence chief of the
  7. Lyons militia during the Nazi Occupation. Twice after World War II,
  8. Touvier was sentenced to death for collaborating with the Nazis and
  9. torturing and executing French Resistance members. He escaped and
  10. stayed hidden until the statute of limitations expired in 1967. In
  11. 1971 Touvier received a presidential pardon. Two years later
  12. Touvier was charged again, this time with crimes against humanity,
  13. to which the statute does not apply. Again he escaped.

  15.     The Touvier case has raised embarrassing questions. Police
  16. followed his trail through several Catholic monasteries.
  17. Saint-Francois is run by right-wing followers of Monsignor Marcel
  18. Lefebvre, the schismatic bishop excommunicated last year. Asked
  19. Richard Wertenschlag, Grand Rabbi of Lyons: "How could
  20. ecclesiastical institutions give cover to one who committed crimes
  21. against humanity?"
